Trump allows Navy to build ships abroad, orders return to steam catapults on carriers

US President Trump directed the Navy to revert to steam catapults for new aircraft carriers. This design change will add hundreds of millions of dollars to taxpayer costs. The Navy will also be permitted to build ships overseas for the first time in decades. Foreign shipbuilders making investments in US shipyards can build up to two vessels.
