Can you be charged with drunk driving if you only smell of alcohol?

This ruling came after a fatal road accident involving Amar Singh near Badrinath Dham. The court quashed culpable homicide charges due to lack of scientific proof. However, charges of negligent driving and endangering lives will proceed.
