Finland ends benefits after residence permit rejection

Finland has introduced a law that removes access to residence-based social benefits for people without a valid residence permit. The change took effect on 1 April 2026.

The reform follows amendments to the Aliens Act, which define lawful and unlawful residence. The Social Insurance Institution of Finland, known as Kela, said eligibility for benefits now depends on legal residence status.

Under the new rules, a person loses entitlement to Kela benefits once they receive a negative decision on a residence permit application.
