WESTLAKE VILLAGE, Calif.—When the Chevrolet Bolt debuted in 2017, the electric hatchback stood out: Here was an electric vehicle with more than 200 miles of range for less than half the price of a Tesla Model S. The Bolt had its ups and downs, though. A $1.8 billion recall saw the automaker replace the battery packs in more than 142,000 cars, which wasn't great.
