Local sanctuary policies are creating chaos for communities

City and state governments are attempting to create "sanctuary" regimes that limit cooperation with federal enforcement, restrict information sharing, and in some cases actively obstruct federal immigration operations, but this does not repeal federal law and only serves to shift enforcement to more disruptive forms.
