Nonprofits oppose 'illegal' push to move clean energy cash to Portland police

The Portland Police Association and business leaders are gathering signatures to put a measure on the ballot to use 25% of the Portland Clean Energy Fund to hire 400 more police officers, but they are facing a court challenge from nonprofit groups who say the money should be used for climate and justice programs.
