Editorial: PUCO must dig deep

The Public Utilities Commission of Ohio is finally looking into the FirstEnergy bribery case with an eye on whether consumers are owed refunds for money fraudulently labeled as capital expense riders that was really just part of passing a law to bail out the utility’s financially failing nuclear power plants.
