Why the ICC should consider Sara in next round of arrests

Sometime in the last quarter of 2023, a friend in Manila called to ask me if I wanted to meet the Davao Death Squad team leader Arturo Lascañas. I knew by then that Lascañas had left the Philippines with the aim of eventually testifying in the International Criminal Court (ICC) for the case against Rodrigo Duterte.

From my neck of the woods in Europe, I thought that the trip to see Lascañas would be a breeze. I had assumed he was exiled somewhere in Europe, too, perhaps in the Netherlands.
