Steven Powell, the CEO of the utility company, insisted that the winds blowing through Eaton Canyon back on Jan. 7 weren't strong enough to warrant de-energizing the transmission line that is currently being probed as a possible ignition point for one of the catastrophic fires, the LA Times reported.
