Police are investigating after a dog was found abandoned and bound to a tree by his collar in South Windsor on Monday.
The animal was found after officers around 11 a.m. responded to the Frank Niederwerfer Wildlife Sanctuary for the report of a barking dog, according to the Tyler Regional Animal Care Shelter.
The black and white pit bull, named Kobe, was restrained by a collar that was wrapped around a tree and his neck. The animal was found by someone out walking their dog.
