Whose responsibility is it anyway?
In villages, male calves are often left to roam due to limited returns. This leads to stray cattle on the streets. Lack of space and high costs drive owners to let the male calves wander. A caretaker system for village cattle no longer exists, and depleting meadows force cattle into towns. Animal lovers suggest government cowsheds as a solution to house strays. Stray cattle are currently shifted to government shelters, but owners should be penalized to prevent wandering.
