One of the dumbest members of Congress stepped in it one last time before leaving office.
As Jim Hoft reported, Penny on Monday was found not guilty after more than 24 hours of deliberation across five days. Penny had pleaded not guilty to charges of second-degree manslaughter and criminally negligent homicide following an altercation in which he placed Neely in a chokehold.
